According to ICE, Guerra illegally entered the United States at an unknown time and location after previously being removed. In 2003, police in Hialeah, Florida, arrested him for homicide and second-degree murder with a deadly weapon. The 11th Judicial Circuit Court in Miami-Dade County convicted him in 2017 and sentenced him to up to 18 years in prison.

There's big delays in our court system and I will share my frustration that sometimes I don't think these persistent offenders are getting the deterrent sentence they need. We do have a problem with repeat offenders coming back to stores time and time again and we do need some concerted effort to tackle them and stop their offending.

Domestic violence complaints in New York City have spiked 18% over the past five years according to NYPD data obtained by Gothamist and city officials are unable to point to specific drivers of the surge. Mayor Eric Adams and NYPD Commissioner Jessica Tisch announced Thursday the creation of a new dedicated domestic violence unit in response to the rising numbers, with approximately 450 investigators spread through every precinct in the city and focused exclusively on the crime.

The lead-footed drivers on the list are repeat offenders who have each received an average of 323 school-zone speed camera tickets last year, ranging from 160 to 563.
